Summary:
The Administrator will oversee STRTP staff members and provide program-level oversight for all aspects of a six-bed STRTP facility, ensuring appropriate implementation of all core services and supports. In this role, the Administrator will be the primary liaison for all STRTP’s county, education agency, and community-based partners and therefore, is responsible for developing and sustaining meaningful partnerships that promote successful service delivery. Most importantly, the Administrator will ensure high quality services are delivered to all youth and families and uphold the agency’s overarching mission, vision, and values at all times. The Administrator is present in the program at least 20 hours per week.

Leadership and Oversight
- Provide overall leadership and management of the residential care facility, ensuring compliance with state and federal regulations.
- Establish and maintain policies, procedures, and standards to ensure high-quality care and operations.

Staff Management
- Recruit, hire, train, and supervise facility staff, ensuring proper staffing levels and adherence to licensing requirements.
- Conduct performance evaluations and implement professional development plans for staff.
- Facilitate resident council meetings.

Resident Care and Services
- Ensure the delivery of high-quality care to residents, meeting their physical, emotional, and social needs.
- Oversee the development and implementation of individualized care plans.
- Participate in client’s admission, transfer, and transition process.

Compliance and Documentation
- Maintain compliance with all applicable laws, regulations, and licensing standards.
- Oversee and ensure accurate documentation, including medical records, incident reports, and state-mandated reports.

Financial Management
- Develop and manage the facility’s budget, ensuring financial sustainability.
- Oversee billing, accounting, and financial reporting processes.

Health and Safety
- Implement and monitor health and safety protocols, including emergency preparedness plans.
- Ensure that the physical environment of the facility is safe, clean, and in good repair.

Stakeholder Communication
- Serve as the primary liaison between the facility, residents’ families, and external stakeholders, including placing agencies, regulatory bodies, and community partners.
- Address concerns, resolve complaints, and foster positive relationships with all parties involved.

Program Development and Quality Improvement
- Evaluate and enhance facility programs and services to meet the evolving needs of residents.
- Lead quality assurance and continuous improvement initiatives.

Crisis Management
- Respond to emergencies and critical incidents promptly and effectively.
- Provide guidance and support to staff during challenging situations.

Record Keeping and Reporting
- Ensure accurate and timely submission of required reports to management and regulatory agencies.
- Maintain comprehensive and organized records of facility operations.
Qualifications:

Education
- Bachelor’s degree in healthcare administration, social work, psychology, or a related field (required).
- Master’s degree in a relevant field (preferred).

Experience
- Minimum of [X] years of experience in a management or leadership role within a residential care facility, healthcare setting, or social services organization.
- Proven experience in program management, staff supervision, and compliance with regulatory standards.

Licensure/Certification
- Current Residential Care Facility Administrator License or equivalent, as required by state regulations.
- Certification in CPR, First Aid, or other relevant areas (preferred).

Knowledge
- Comprehensive understanding of federal and state regulations governing residential care facilities.
- Knowledge of best practices in residential care, behavioral health, and program management.

- Strong leadership and organizational skills with the ability to manage multiple priorities.
- Excellent interpersonal and communication skills to effectively interact with residents, families, staff, and external stakeholders.

Additional Requirements
- Must pass a criminal background check and Child Abuse Central Index (CACI) clearance.
- Physical ability to perform job duties, including occasional lifting and standing, as required in a residential care setting.
- Flexibility to work evenings, weekends, or on-call shifts, if necessary.
